OTTAWA/CALGARY, Sept 28 (Reuters) - Canada's approval of a
natural gas plant is not a sign it will automatically let Kinder
Morgan Inc expand a crude pipeline, a top official said
on Wednesday, amid what sources say is uncertainty inside the
government over the project.

MEXICO CITY, Sept 28 (Reuters) - Mexican national oil
company Pemex is about to execute a debt management deal in
international markets to improve the firm's finances, Pemex
Chief Financial Officer Juan Pablo Newman said on Wednesday.

SOFIA, Sept 28 (Reuters) - Bulgaria's parliament voted on
Wednesday to extend state aid to energy firm NEK, which must pay
620 million euros ($694 million) to Russia over a cancelled
nuclear power project.
