SACRAMENTO, Calif., Sept 9 (Reuters) - California's top Democratic lawmakers said on Wednesday they were abandoning a proposal aimed at dramatically reducing the state's use of fossil fuels, blaming intense lobbying in the final days of the regular legislative session.
